Rule 4.14
The umpire-in-chief shall order the playing field lights turned on whenever in his opinion darkness makes further play in daylight hazardous.
DISCUSSION:
The umpire-in-chief is the sole judge as to when field lights are turned on. The umpire should try to call for the lights at the beginning of the top half of an inning. [PBUC]
Umpire has control over lights.
